The legislature on Friday voted down a motion of thanks for the Chief Executive's policy address after hours-long debate.
This means all five of CY Leung's policy blueprints were given the thumbs down by the Legco.
The motion was rejected under Legco 's split voting system, as pro-democracy lawmakers outnumber their rivals in the geographical constituencies.
Civic Party leader, Alvin Yeung, said he doesn't think the Hong Kong government has been respecting the public and able to win back trust.
But DAB lawmaker Elizabeth Quat disagreed, saying Leung's government had tried its best in resolving many major issues in Hong Kong.
