The Chief Executive Carrie Lam said on Thursday that the government may not wait for a Legco vote before starting the process to approve the West Kowloon terminus proposal.

Some pro-democracy legislators delayed the start of the non-binding motion on the arrangement proposal for the express rail link to the mainland by extending the debate on a banking bill.

Lam described the opposition lawmakers' move as “irrational” filibustering tactics and said she is not confident the motion can be passed in time.

The Chief Executive said she cannot rule out the possibility of triggering the first step of implementing the rail terminus arrangement.

But Lam said she was not threatening the pan-democrats. She said she's still giving time to the lawmakers to fulfil their duty and hoped that the non-binding motion can be passed by next week.

According to the proposal, immigration officers from the mainland are to be located at a designated area of the West Kowloon station. But critics say this is against the Basic Law and the "One Country, Two Systems" principle which prohibits mainland officials from operating in Hong Kong.
