The Hong Kong Bar Association (HKBA) on Thursday called on the SAR government to explain its treatment of Financial Times journalist Victor Mallet, who had his application for a work visa renewal refused and was recently turned away from the city as he attempted to enter as a visitor.

The association issued a statement saying the public are right to be concerned about whether these decisions amounted to undue interference with the right to freedom of expression, given Mallet had hosted a talk by independence advocate Chan Ho-tin at the Foreign Correspondents' Club.

It said without any explanation from the government, the public can't judge whether these decisions were proportionate responses to protect a legitimate societal interest.

"The HKBA therefore calls upon the government to explain the decisions so that the public can see if good reasons exist for them. The government should demonstrate that it will fulfil its duty to safeguard all the rights and freedoms enshrined in the Basic Law," the statement said.

The association also said that everyone has a duty to respect freedom of expression, particularly the government, whether one agrees with what is said or not.
