Hong Kong's sole member of the National People's Congress Standing Committee (NPCSC), Tam Yiu-chung, says the incoming chief of Beijing's liaison office is a capable official and it won't be a problem that he has no experience of the SAR's affairs.

Luo Huining, 65, was named as the replacement for Wang Zhimin by state media on Saturday evening.

"I think it doesn't matter for a high-ranking official, even though he does not have such a background, he can handle the job. Also, he will have several deputy directors to help him with his work," Tam said.

Tam, who met Luo in person during NPCSC meetings in the capital last week, said he did not know that the former Shanxi Communist Party secretary was to be given the liaison office role.

"Since the NPC got him as a deputy director of the financial and economic affairs committee, which is an important role, he has to be a capable person [for Beijing] to find him to help," Tam told RTHK.

Luo was only given the committee position last week.

Tam also said that he didn't want to speculate as to why Wang has been replaced.
