Hong Kong's sole delegate to the country's top legislature, Starry Lee, said on Sunday that she is confident the mainland will scrap its 'black code' Covid health declaration for cross-border travellers from November 1.

Since January 2020, people travelling in or out of the mainland have had to submit information on their health status via their mobile phone.

Lee said she understands that customs authorities are in the final stages of approving an end to the measure.

The National People's Congress Standing Committee member told reporters through an online press conference that the move would be an important occasion, marking the return to normality that people have longed for since the pandemic began.

Lee said some elderly people have struggled to understand how to obtain and use the health code and the measure has had to be suspended on occasions when borders were swamped with travellers.
