Police have arrested a doctor and three clinic workers after patients were allegedly given exemption certificates for Covid-19 jabs without having a medical consultation.

Officers said they took action on Tuesday after receiving complaints regarding a clinic in Yau Ma Tei.

Around 200 exemption certificates were seized, as well as almost HK$2 million in cash.

The force said it believes people were paying between HK$4,000 and HK$5,000 for the certificates, which enable people to enter premises covered by the government's vaccine pass scheme even if they haven't been jabbed against Covid.

Writing on his Facebook page, Chief Secretary Eric Chan condemned the doctor for handing out fake exemption certificates, saying his act had "disregarded the interests of the whole society".

Chan said people who use these exemptions are also "undermining the interests of the whole society", adding that he has asked the Security Bureau to step in and hold such people criminally responsible.
