Putin orders partial mobilisation for war in Ukraine

Russian President Vladimir Putin on Wednesday announced a partial mobilisation in Russia as the war in Ukraine reaches nearly seven months, adding he will use all available means to protect Russian territory.

In a televised address, the Kremlin chief said his aim was to "liberate" east Ukraine's Donbas region, and that most people in the region did not want to return to what he called the "yoke" of Ukraine.

Putin’s address to the nation came a day after Russian-controlled regions in eastern and southern Ukraine announced plans to hold votes on becoming integral parts of Russia. The Kremlin-backed efforts to swallow up four regions could set the stage for Moscow to escalate the war following Ukrainian successes on the battlefield.

The referendums, which have been expected to take place since the first months of the war, will start on Friday in the Luhansk, Kherson and partly Russian-controlled Zaporizhzhia and Donetsk regions.

He also accused the West of seeking to "destroy" the country.

"When the territorial integrity of our country is threatened, we will certainly use all the means at our disposal to protect Russia and our people. This is not a bluff," Putin said in a televised address to the nation.

In response, Beijing called on all parties to engage in dialogue. The Foreign Ministry said all sides should hold consultations to find a way to address their security concerns.

Putin said he has signed a decree on the partial mobilisation, which is due to start on Wednesday.

“We are talking about partial mobilisation, that is, only citizens who are currently in the reserve will be subject to conscription, and above all, those who served in the armed forces have a certain military specialty and relevant experience,” he said.

The US ambassador in Ukraine said the partial mobilisation is a sign of weakness.

"Sham referenda and mobilisation are signs of weakness, of Russian failure," Bridget Brink wrote in a Twitter message.

"The United States will never recognise Russia's claim to purportedly annexed Ukrainian territory, and we will continue to stand with Ukraine for as long as it takes." (Agencies)
