The chairman of the National People’s Congress Standing Committee, Li Zhanshu, has described the national security law formulated for Hong Kong as a game changer, saying the city had long been "defenceless" in this aspect.

Li delivered a work report at an NPC plenary session on Tuesday.

He also said in the report that the NPC had helped the city form an "effective democratic election system" by improving the way the SAR's Chief Executive and Legislative Council members are elected.

"[The moves] have provided sound legal guarantee for Hong Kong to change from chaos to governance, and from governance to prosperity, as well as to maintain the long-term prosperity and stability of Hong Kong and Macau," he said.

Li added that the NPC Standing Committee should safeguard the constitutional order of the SAR in the coming year.
