The head of Beijing’s office that oversees Hong Kong affairs says the SAR has to make use of the Communist Party's innovative theories to solve problems.

Xia Baolong, the director of the Hong Kong and Macau Affairs Office (HKMAO), said in a speech on Monday that President Xi Jinping's speech on April 3 during an education conference highlighted an urgent need to carry out in-depth research to drive the city's development.

Xia also urged the SAR to firmly implement the "One Country, Two Systems" principle and uphold "two establishes" and "two safeguards", which affirm Xi's status as core of the party.

Xia will pay a six-day visit to Hong Kong from Thursday and will attend the opening ceremony for National Security Education Day on April 15.

It will be the official's first visit to Hong Kong since Beijing announced an overhaul of the HKMAO after the annual "two sessions" in the capital last month.

According to the HKMAO's website, Xia has been given another term as the deputy leader of the Central Leading Group on Hong Kong and Macau Affairs.
