Chief Executive John Lee on Sunday said he is confident about Hong Kong's prospects, adding his government will continue to earn people's trust.
In a second video uploaded to his social media page to mark his first year in office, Lee said while the "black riot" protests in 2019 were the lowest point for the entire city, lessons could be learnt to make Hong Kong stronger.
He said the SAR cannot slow down in a rapidly changing world, and his administration will strive to make the city more competitive and its people happy.
"Many of the measures proposed in the Policy Address were plans for the next five years or even beyond. Moreover, we'll see which areas to explore to make Hong Kong more competitive and to offer more opportunities for everyone. More importantly, we have the support of national policies," he said, noting there is "unlimited" room for development now that Hong Kong is part of the Greater Bay Area.
"Time waits for no one, so we have to catch up and make people feel that our policies really benefit them, and that they are happy and can see hope."
The CE also sang praises for the city, saying people often learn to appreciate Hong Kong more after they have been overseas.
