The government has condemned a newspaper commentary penned by chairman of the Democratic Party Lo Kin-hei, accusing him of trying to trick people into thinking the government was discriminating against people with mental illnesses.
In a Ming Pao piece published on Thursday, Lo said he hoped government officials would think more carefully about how the things they say affect people.
He cited Secretary Security Chris Tang's comments on recent stabbings as an example, saying the remarks could increase people's misunderstanding and prejudice against those with a mental illness, deepen negative labelling, stigmatisation and stereotyping, or even make it seem that the government is taking the lead in discrimination.
A statement from the Security Bureau said Lo had taken Tang's comments in Legco out of context and the minister had urged people to notify police as soon as possible when they foresee or suspect a crime will occur.
"Mr Tang, as the secretary for security, has a responsibility to remind the public to pay attention to public safety," a bureau spokesman said.
"However, the writer has taken a well-intentioned reminder out of context, distorting it as prejudice and discrimination against the mentally ill. We are 'extremely shocked' by the twisted representation of a positive crime prevention message by the writer."
The spokesman said Lo had "disregarded public safety and smeared the well-intentioned reminder", adding that the bureau "appeals to society to attach great importance to mental health".
Lo has responded by saying that the article's relevant paragraphs were written with sincerity and was a well-intentioned reminder, adding he hopes the government can listen to different opinions, open communication channels, and clarify disagreements to enable the public to discuss issues from multiple perspectives.
He added that such an approach would be most beneficial for Hong Kong society's development.
