The government said IT professionals working in the planned Shenzhen-Hong Kong Innovation and Technology Co-operation Zone in Shenzhen and the San Tin Technopole in the Northern Metropolis could be allowed to cross the border in future without going through customs checks.

In a Legco panel meeting on Friday, Undersecretary for Security Michael Cheuk said authorities are studying the feasibility of establishing a new "Fulin small border control point" in Shenzhen, to benefit IT professionals working at the two facilities on both sides of the border.

“We’re thinking about something along the lines of a contactless clearance, so we put the BCP [border control point] over there without any clearance checks, but we need these people to pre-register,” Cheuk said.

He added that the Security Bureau needs to discuss the idea with their counterparts across the border to ensure the arrangement comply with mainland laws and regulations.

“At this point, the Fulin idea is just an idea. We don't have anything concrete yet,” he added.
