Legislative Council President Andrew Leung said the government could do more to inform people on details of the city's mega development projects.
Leung, who recently led lawmakers on a five-day visit to Fujian province, said SAR authorities should learn from their mainland counterparts in outlining clear development blueprints, such as on attracting enterprises, arranging staff accommodation and building community facilities.
"Hong Kong also has a vision: the Northern Metropolis. But what is its planning currently? Not a lot of people know about it," he said on a televised interview.
"While the Northern Metropolis covers an area of 300 square kilometres, you need to have a sand table and a video for people to see what the government's plan and vision will look like when it is completed in the future."
Other than Fujian, lawmakers have visited cities in the Greater Bay Area alongside Chief Executive John Lee and other principal officials.
On whether lawmakers would travel to western countries, the Legco president said there wouldn't be "obstacles" but that such trips must have a clear purpose.
Meanwhile, Leung described a recent luncheon with liaison office director Zheng Yanxiong at Legco as a "usual, courteous exchange".
"In the past, the director of the liaison office came to Legco for a meal, this is nothing strange. The reason why there were so few meetings like that was because some lawmakers had caused trouble," he said.
