The Airport Authority on Saturday said it was working to clear the backlog, after 460 flights were cancelled on Friday due to Typhoon Saola hitting Hong Kong.
Chapman Fong, deputy director of the airport operations, said the airport was preparing for the gradual resumption of flights.
"The airport has implemented a flight re-allocation mechanism, which will handle about 480 flights," he said.
"But the No 8 signal is still in force and public transport hasn't gone back to normal. We urge travellers to check their flight status before heading to the airport early."
But some airlines said flights might still experience delays due to the unstable weather.
One man, who was going back to Malaysia, said he was lucky that his flight hadn't been cancelled or delayed.
"I spent HK$400 for the taxi ride to the airport. I came here four hours earlier, and the airline opened many of its counters too. I think I won’t have to wait for so long," he told RTHK.
Another traveller said she had wanted to change her flight at first, as she was worried it might be cancelled due to the storm.
"I asked the airline if I could change the ticket, but it said the earliest available flight would be on September 9. It's too late, so I decided to come as scheduled," she said.
The Observatory later replaced the No 8 signal with the No 3 signal at 4.20 pm.
