Police said they are probing reports from two women who claimed they were sexually assaulted by a 28-year-old male student from the Education University (EdU) during orientation camps in Yuen Long and Lantau.
Officers said the alleged victims are also EdU students, aged 18 and 22 respectively. The force has classified the cases as rape and voyeurism, but no arrests have been made so far.
The Education University said it has a zero-tolerance policy towards sexual harassment, adding that it is fully cooperating with the police investigation.
The institution's Dean of Students, Sammy Hui, said in a letter to students and staff that they are offering counselling services to the students involved, and will set up a task force to review orientation camp arrangements.
Speaking ahead of the weekly Executive Council meeting on Tuesday, Chief Executive John Lee said cases like these are intolerable.
"Society expects university students to be the pillars and to contribute in the future. Everyone has expectations of them, so they should behave. It is unacceptable if there is illegal behaviour," he said.
In a statement, the Equal Opportunities Commission expressed "deep concerns" over recent media reports of sexual harassment incidents at university orientation camps.
The commission's chairman, Ricky Chu, called on victims and witnesses to come forward.
