Education authorities closed full-day and morning-only schools on Thursday as the Observatory issued the Red Rainstorm Warning signal amid early-morning downpours.
But the Education Bureau also announced that afternoon schools will proceed as usual, with all rainstorm signals removed later in the morning.
The red signal was in force from 5.55am to 10.30am, when it was replaced by the amber signal which was in effect until 11.45am.
At 4.25am, the Observatory issued a Localised Heavy Rain Advisory for Kowloon City District, with rain falling or expected to fall at a rate of 70 millimetres per hour and a danger of serious flooding. That warning was withdrawn at 5.55am.
The Education Bureau announced the school suspension at the same time, saying: "Schools should implement contingency plan and arrange staff to look after students who might arrive and ensure that conditions are safe before allowing students to return home."
Maggie, who lives in Yuen Long, said her daughter in primary school was surprised to learn that the schools are closed again. She said she thinks the Observatory could have issued the Red Rainstorm Warning earlier so parents had more time to prepare.
"I have already prepared lunch for my kids. When my kid woke up, she was quite upset because no school again," she said.
The Observatory said: "Heavy rain will bring flash floods, and flooding is occurring or is expected to occur in watercourses. People should stay away from watercourses.
"Residents living in close proximity to rivers should stay alert to weather conditions and should consider evacuation if their homes may become flooded."
Rain has continued across Hong Kong for much of the past week since an unprecedented deluge late last Thursday that caused extensive flooding.
The Transport Department encouraged commuters to take more time over their journeys.
