The head of a labour rights group on Wednesday expressed disappointment and anger that a construction company has again been involved in a fatal industrial accident.
Aggressive Construction is the main contractor of a government building site in Yau Ma Tei, where a cable installation worker died after falling from height on Tuesday.
Siu Sin-man of the Association for the Rights of Industrial Accident Victims told RTHK that while she believes the worker had used a safety belt at the time, it is unclear whether the device was attached to an independent lifeline.
She also questioned whether a proper risk assessment was conducted prior to the works.
Aggressive Construction is currently suspended from bidding for government projects, after three of its workers were killed in a crane collapse on Anderson Road in September last year.
"You penalise or suspend the company, it may be a solution for the time being. But that's not the way to go in the long run," Siu said.
"You still have to analyse and review whether there are problems with the company's safety system, was it human error, or was there a problem with its management system?"
She said a thorough investigation is needed to get to the bottom of the incident.
In light of the latest incident, the Development Bureau said Aggressive Construction won't be allowed to bid for government projects for an additional year, until December 2024. And the subcontractor has been barred from tendering for contracts for three months.
