The Foreign Ministry on Wednesday said Beijing and Washington have agreed to work together to hold a leaders' meeting in San Francisco.

It came hours after the White House announced that President Xi Jinping is expected to meet his US counterpart Joe Biden at the Apec summit later this month.

Foreign Ministry spokesman Wang Wenbin quoted Foreign Minister Wang Yi as saying that "the road to San Francisco cannot rely on autonomous driving" and both sides must implement the consensus reached by the two leaders during their previous meeting in Indonesia last year.

Josef Gregory Mahoney, a professor of politics and international relations at East China Normal University in Shanghai, said he expects the two heads of state to discuss climate issues during their upcoming meeting.

"They're more likely to be oriented towards what we might call low-hanging fruit. For example, we all remain optimistic that there could be some sort of opening for climate change cooperation especially following a California governor's visit and the fact that Biden has at least publicly said that fighting climate change is a key priority of his administration, and we know that this is a key priority of Beijing at this point," he told RTHK.

However, Mahoney added that it is uncertain whether the talks will lead to significant changes in the global economy.

"I would guess that these meetings are not about rolling back the trade war or finance investment restrictions but more about stabilising where things are now and and ensuring that we don't see some sort of cascade effect in terms of the economy of either the US or China, or how this might create greater global economic instability."
