The chairman of the Electoral Affairs Commission (EAC), David Lok said on Sunday that he was satisfied with the arrangements for the District Council elections, adding that voting was proceeding in an orderly manner.

Lok said that he and other EAC members visited different polling stations in the afternoon on Sunday, and were all satisfied with the arrangements.

He added that the EAC had received 235 election-related complaints as of 4pm. Lok said most of the complaints were about election advertising, promotion in private or government buildings, and harassment caused by canvassing activities.

When asked if the complaints were due to smaller restricted areas for canvassing, Lok said that he did not have details of individual cases at this stage.

"I think the smaller restricted areas were operating smoothly and I did not see any problems. I think the canvassing for the elections was conducted in a rational manner and the ‘football match’ was conducted in a civilised manner without frequent interruptions,” he said.

Earlier on Sunday, he compared the EAC's role to that of a referee at a football match.

Lok again urged voters to seize the opportunity to cast their ballots and reiterated that the EAC would not comment on the turnout rate.

As of 7:30 pm on Sunday, over a million people -- or around 24.53 percent of eligible voters -- had cast their ballots.

Among the 18 districts, Kwun Tong had the highest voting rate and the Islands District Council had the lowest.
