Chief Executive John Lee says the government's appointments to district councils have been made and the names of the 179 members will be announced on Tuesday afternoon.
Lee said the line-up includes people as young as 23, business professionals and labour representatives.
Speaking ahead of the weekly Executive Council meeting, he said training sessions will be arranged for the councillors in the next three weeks to prepare them for their roles starting in the new year.
"We stick to the meritocracy principle as we appoint members and we take into account connection with the community as we appointed members... They enthusiastically take part in community affairs. They will effectively enhance the services provided in the districts," he told reporters.
The CE also said people shouldn't focus on the 27.54 percent turnout in Sunday's polls, although he was satisfied with it.
"We had the 1.2 million voters coming out to vote, I think that was a good turnout. Some voters haven't come out to vote for different reasons. But obviously those who try to sabotage the election still exist. They will be trying to do everything they can to make the election not successful," he said.
"But the turnout of 1.2 million voters has indicated that they supported the election, the principles, and they supported the idea of the new district councils will be producing good district council members for the overall good of each district."
Lee added that police will look into a failure of the electronic polling system on Sunday, to see if there was a cyber attack.
