The Buildings Department (BD) said it has initiated four prosecutions over a steel segment collapse a year ago that killed a worker.
The victim, 55, was killed by a falling H-beam at a Yau Tong construction site in December last year.
The department said it has completed an investigation into the incident, and is prosecuting two companies and two individuals.
"The investigation by the BD has revealed that adequate precautionary measures have not been provided by the relevant contractor, sub-contractors and individual persons directly concerned with the incident during dismantling of the steel segment, resulting in the collapse of the steel segment and fatal incident," it said in a statement.
It added that the Kwun Tong Magistrates' Court has issued summonses, and a hearing is scheduled for January 16.
The contractor involved in the incident – Aggressive Construction Engineering Limited – earlier failed to renew its registration, and the government removed it from the registry list in November.
