The government said on Sunday that it was extremely shocked by two power glitches in Tsing Yi within a short space of time, adding that it was very concerned about people's safety.
The latest blackout occurred at On Mei House in Cheung On Estate and lasted for more than an hour on Sunday morning, affecting about 300 households.
On New Year's Day, a breakdown at a power substation in Tsing Yi caused a sudden blackout in some parts of the New Territories, leaving people trapped in lifts.
In response to the incidents, the Environment and Ecology Bureau posted on Facebook that it had asked CLP Power for an explanation of what had happened.
It highlighted its concern for public safety and the importance of a reliable energy supply.
Secretary for the Environment and Ecology, Tse Chin-wan, said CLP must conduct a comprehensive review of its power supply system and maintenance checks to ensure that such incidents do not happen again.
He added that the government would consider whether it could strengthen its regulatory role to ensure better performance from energy companies.
The Electrical and Mechanical Services Department is also investigating the incidents and said it would hold a meeting with CLP on Monday.
CLP has apologised to affected residents and said the latest blackout was caused by a suspected cable failure in a transformer room.
