CLP Power has identified faulty cable joints as the cause of two recent power glitches in Tsing Yi.
The incidents, which occurred on New Year's Day and Sunday, left people trapped in lifts in parts of the New Territories and a public housing block without electricity.
CLP said its investigation revealed that the New Year's Day blackout was caused by a fault at the termination point of an outdoor cable at a substation, resulting in cable damage and smoke.
It added that Sunday's blackout was caused by a fault in an underground cable connection at the public housing block.
In response, the Electrical and Mechanical Services Department urged CLP to step up inspections of the power supply system in Tsing Yi and to review maintenance arrangements for the power transmission system throughout Hong Kong.
It also requested detailed reports on the incidents from CLP as soon as possible.
