Chief Executive John Lee on Tuesday vowed to do more work to explain how the solid waste charging scheme works, after questions were raised about the policy.

From April 1, people will have to buy designated bags to throw away their household rubbish. But there are queries on whether property management firms can collect residents' rubbish if the compulsory bags are not used.

Speaking at his weekly media stand-up, Lee said he is aware that different stakeholders have raised questions about the policy, adding that he has asked environment minister Tse Chin-wan to spell out the details to avoid confusion.

"They will work harder on holding seminars, doing press conferences, explaining whenever they can [to] different stakeholders, and also to work out good Q-and-As so that people can easily understand what their roles will be, what their legal responsibilities are and how things will work out when all these things are rolled out," he said.

Lee said questions will arise as the new policy is rolled out, and the government will continue to educate the public about the scheme, adding that social media will be one of the platforms for a promotional campaign.
