Labour Minister Chris Sun said on Saturday that the government expects to bring out a revised code of practice in the first half of this year, to ensure worker safety in enclosed construction spaces.
A fatal accident which killed two men working underground in West Kowloon in September last year sparked a debate over the issue.
Speaking on an RTHK radio programme, Sun said consultation has already been completed, and he hopes the revised code of practice can be introduced in the first half of the year.
"One idea we think is quite possible is to require the installation of cameras at the entrance to a confined space. So through cameras, that means there is literally no incentive for those working in confined space to cut corners because all their entrances... their behaviour, all their equipment will be fully recorded on camera," he said.
"By this way, we hope they will be able to make sure that people have every incentive to comply with all the safety requirements for working in confined space."
Meanwhile, the minister said the authorities have approved about 51,000 applications under the Top Talent Pass Scheme, and about 36,000 of them have arrived in the SAR.
