The Labour Department on Wednesday launched a two-week special operation to inspect the safety and stability of large-scale bamboo scaffolding at construction sites across Hong Kong.

The move follows a deadly collapse at a construction site in Kai Tak on Tuesday that killed two workers and injured three others.

The Labour Department said officers will take strict enforcement actions, and that if they find any violations of the Occupational Safety and Health Ordinance, they will issue notices as well as make prosecutions without prior warning.

The department also said it is revising the Code of Practice for Bamboo Scaffolding Safety, saying that would require workers to hold a valid safety training certificate before carrying out such works.

"The code of practice will also provide clearer guidelines for the qualifications and responsibilities of 'competent persons' who supervise scaffolding work," a spokesperson said in a statement.

It said the revised code will be launched as early as March.
