Chief Executive John Lee on Tuesday said the government attached importance to people's views on the waste charging scheme, as officials prepare to present their plans to the Legislative Council next week.

His comments came after a survey by the Chinese-language newspaper Ta Kung Pao found that more than 90 percent of the 30,000 people polled were against the pay-as-you-throw scheme, while more than 70 percent said it should be scrapped.

The scheme has been on trial since April in 14 different locations, including at homes, shops and restaurants. Officials had previously said it remained to be seen whether a full roll-out would take place as planned on August 1.

Speaking before the weekly Executive Council meeting, the CE said the government was assessing the experience gained during the trial and the challenges that may arise in implementing the law.

He stressed the government was taking the views of society seriously.

"In my opinion, a policy that would affect more than seven million citizens should be carefully considered. Even though the law was drafted before this government took office, we should still consider how to implement it," he said.

"We will explain to the Legislative Council next week what we have learnt from the pilot, the problems we have identified and the feedback we have received from the community, including through the media."
