Environment minister Tse Chin-wan on Thursday said the government will ask an independent consultant to investigate CLP power outages over the past three years, and the electricity company will have to pay for the cost of the probe.

Tse met the managing director of CLP, Joseph Law, after more than 2,200 customers in Wong Tai Sin were left without power for around four hours on Wednesday evening.

The minister said the frequency of glitches has led to concerns that the service quality of CLP has declined.

He said the Electrical and Mechanical Services Department (EMSD) will hire an independent consultant to investigate voltage dips and power interruptions in the past three years.

The consultant will examine aspects such as safety designs, the power supply system's ability to resist external factors, repair work and preventative maintenance measures.

The consultant will recommend improvement measures to prevent similar incidents from happening in the future, Tse said.

The EMSD has ordered the company to hand in a detailed report on the Wong Tai Sin outage within a month.

CLP, for its part, apologised again for the inconvenience caused by the power outage.

It also said it will set up a special working group with the EMSD to review how it manages the power system, and a report will be submitted to the government within one year.
