The deputy director of NGO Society for Community Organization says the quality of the first batch of light public housing matches that of standard public housing, while the rental levels are much cheaper than subdivided flats and 90 percent of standard public housing.

"Actually, they're quite similar to public housing... only the kitchen is open," said Sze Lai-shan while appearing on RTHK's Hong Kong Today programme.

Sze also said the facilities were similar to transitional social housing, which is provided by government-supported NGOs. She said in some cases it was even better as the units were new and there were electrical appliances.

On Thursday the government said applications would open later this month for 4,400 of the temporary units in Ngau Tau Kok and Yuen Long. The temporary modular units are intended for people in the queue for public housing, and those who take up the offer of light public housing will remain on the public housing list. Priority will be given to those with urgent needs, such as those living in poor conditions.

Sze said some potential tenants were concerned about how many buses they would need to take, as the new units weren't linked to the MTR.

The Chief Executive, John Lee, first introduced the idea of light public housing in his policy address two years ago.

Monthly rent for the new units will range from HK$740 to HK$2,650.
