'No bid splitting for the govt's Youth Post hostel'

The government on Wednesday said it does not plan to split the bidding for its proposed youth hostel and cultural exchanges facility, saying that could contradict its aim of fostering exchanges.

Chief Executive John Lee had announced in his Policy Address that authorities would convert the existing Kai Tak Community Isolation Facility into the Youth Post, where young people coming from outside Hong Kong would stay and interact with locals.

Secretary for Home and Youth Affairs Alice Mak told an RTHK programme that bid splitting is not cost effective and will also contradict the government's aim of setting up the place.

"Our bidding direction is that the operator has to have relevant experience. It doesn't have to be in charge of the whole venue, which is so big, because there are a lot of different areas," she said.

"It can look for groups or organisations to manage this place together. But if we were to split the bidding, it would actually restrict the operator's plan on how to use this facility."

Authorities hope to begin the bidding process by the end of this year, and open the facility in 2025.

And with officials already drafting the tender for the bidding, Mak emphasised that the operator has to be financially independent.

"The operator has to consider how it is going to operate the site. They have to be financially autonomous. The government won't invest anymore. The government might also consider charging for rent – I believe the plot of land won't be given for free. The operator has to consider how to manage their losses and gains."

As for improving the transport network in the area, Mak said she hopes to tackle the issue with other departments.
