The SAR's new transport minister vowed on Saturday to ensure that the new Kai Tak Sports Park's transport links is capable of meeting every possible eventuality.

The arena and sports ground will host a stress test involving 12,000 people on Sunday as the bureau assesses the facility's readiness for large events.

Speaking to reporters after attending a radio programme, Mable Chan, who took office on Thursday, said the tests are intended to ensure that the preparation work at the park is completed.

"Apart from us, the various transport operators including the MTR, buses, and taxis will be involved. We hope that through the various stress tests, we will step up our mobilisation, our preparation, and make ourselves better prepared for different scenarios," she said.

"So when the sports park is commissioned, we will have a better and holistic preparation to cater for different scenarios, and give our best to make this (a) success and give the best service to locals and visitors," she added.

Meanwhile, Chan said the bureau will adopt a two-pronged approach to meet the public's expectations.

She said it would adopt new technologies and would also strive to have an innovative mindset.

Chan said the contractor for the Northern Link project will be finalised next year - depending on the final arrangements and designs.

As for the "smart and green" mass transit system to be used in Kai Tak and East Kowloon, Chan said the bureau had received more than 30 expressions of interest from local, mainland and overseas companies.

She said the government will hold a tender next year.

Chan stressed that the new system can serve as a medium capacity transport linking the public with conventional rail systems, even though it won't have the passenger capacity of traditional heavy networks.

She also said the government will monitor fare levels for the new systems.
