Technology minister Sun Dong said that the business community has a key role to play in Hong Kong's pursuit of becoming an innovation and technology hub.
He told an RTHK radio programme on Saturday that I&T is crucial in attaining economic growth.
"In terms of the development of the I&T sector, it is without a doubt that the government will play an important leading role, but the government alone is not enough. The whole of society has to participate," Sun said.
"Therefore, the government's major challenge ahead is how to unite all sectors, particularly business, to boost the development of I&T in the coming five to ten years."
He also revealed that the government will roll out land preferential measures to attract businesses to set up production lines in the region.
Sun said the Innovation, Technology and Industry Bureau has been conducting talks with relevant organisations, such as the Science Park, and he hopes the policies can be introduced in the near future.
"The measures will focus on attracting strategic enterprises to set up factories, production lines as well as actual production facilities and links that can create value to Hong Kong's economic growth," he said.
"Of course, apart from providing them land at an attractive price, we will also require these companies to have a certain value of output and return to society within a certain period."
Sun also pointed out that the first three buildings of the Hong Kong section of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, are expected to be launched next year, adding that leasing arrangements are underway.
The tech zone that spans across the Shenzhen River consists of 87-hectare Hong Kong Park, and 300-hectare Shenzhen Park.
