Safeguarding security among key duties: customs chief

The new commissioner for customs and excise, Chan Tsz-tat, said on Tuesday that safeguarding national security is among the key areas of work for his team.

Chan, 54, was appointed by the State Council in the morning to take over from Louise Ho who is retiring.

Chan said officers are well-trained to be able to detect materials at the border that are suspected of violating security laws, and they can then pass on cases to relevant bodies for follow-up action.

Speaking to reporters, he also said targeting the newly popular drug, space oil, is another important focus for officers.

"We are fully aware of this new drug, which has become more popular in the market. So we have stepped up our enforcement on all fronts," Chan said.

"Up to December 22, we have arrested 12 persons, with seizures which will be able to produce as much as over 70,000 capsules for smoking by electronic devices."

The new commissioner also said that so far this year, officers have dealt with some 19,000 cases of illicit cigarette smuggling at the border, nearly double the figure from a year ago.

"By intercepting passengers who bring in excessive cigarettes, it's a very effective means to protect government revenue," Chan said.

"And of course we're currently working against syndicate crimes. We'll put more resources into the detection and investigation of major smuggling syndicates."

Chan said other major areas of work include facilitating trade and convenient border-crossing, as well as cooperation with international customs bodies so the SAR can have a bigger say in international customs affairs.

He said he will work on internal team building and has already met seven staff-side unions.

The commissioner said he was very honoured to be recommended for the post by Chief Executive John Lee and appointed by Beijing, adding that he cherishes the opportunity to lead the department.
