Transport Secretary Mable Chan said on Saturday that it took just 45 minutes to process spectators after a test event at the Kai Tak Sports Park.
The largest drill to date involved some 63,000 people, and was held on Friday evening at three venues at the park.
Speaking on an RTHK radio programme, Chan said extra MTR train services had been laid on and ten extra bus routes were arranged to carry 7,300 passengers, which was higher than expected.
"Two franchised bus operators arranged the ten special routes... We hope these routes can be used to carry passengers when large-scale events are organised in the future. So it would be similar to the arrangements at the Hong Kong Coliseum and the Hong Kong Stadium," she said.
Separately, Chan said Greater Bay Airlines had let passengers and the government down, after it cancelled more than 100 flights for February and March, blaming factors like delayed aircraft deliveries and inspection requirements. She said it's been asked to submit a report on the problems.
Chan also said she hoped it's better prepared to deal with increased traffic expected over the Lunar New Year and Easter holidays.
