Govt working with privacy watchdog on data interchange

A data interchange system among departments has not been set up due to privacy and technical issues, according Secretary for Labour and Welfare Chris Sun, but the government is in touch with the Privacy Commissioner to overcome challenges.

Lawmakers had called on the authorities to provide more assistance to hidden elders, after a 78-year-old man was found dead inside his Tuen Mun flat earlier this week.

Speaking to reporters after an event on Saturday, Sun said the government should make use of data from departments like the Hospital Authority and the Social Welfare Department.

He said authorities are currently in touch with the Privacy Commissioner to discuss ways allowing data interchange, while complying with the Personal Data Ordinance.

"We hope we can intervene before any incident occurs. We can identify some high-risk cases and contact them to provide services. We hope to avoid tragedies as much as possible," Sun said.

The Chief Executive's Policy Address last year mentioned that officials would make use of identification tools designed by universities for detection of high-risk cases.
