Officials said they are investigating suspicions that some street cleaners have been creating fake work for themselves by putting up posters on lampposts just so they can be seen removing them.
In an online video, footage showed workers posting bills on lampposts on Nam Cheong Street in Sham Shui Po, and then filming themselves removing them, as potential proof of their work.
A Food and Environmental Hygiene Department (FEHD) spokesman said on Monday that a preliminary investigation found that four workers from an outsourced street cleansing service contractor were involved, and they have been suspended pending further inquiry.
The department emphasised its commitment to ensuring contractor accountability and has requested a report from the contractor.
It added that if the investigation confirms the allegations, the contractor could face penalties, including service fee deductions and potential impact on future procurement opportunities.
The case may also be referred to the police for suspected falsification of records.
The spokesman clarified that workers are responsible for removing unauthorised posters, but are not given a removal target.
The department will continue monitoring the contractor to ensure compliance.
