Online footage showed the front of the bus severely damaged, with the lower deck windscreen shattered.
Police said nine men and 12 women, aged between 10 and 72, sustained minor injuries.
Those hurt were taken to Kwong Wah Hospital, Princess Margaret Hospital and Caritas Medical Centre for treatment.
