The Hang Seng Index dipped 188 points, or 0.81 percent, to open at 23,156 points on Monday.
Mainland stock markets also opened slightly lower, with the benchmark Shanghai Composite Index down 0.05 percent to open at 3,365 points.
The Shenzhen Component Index opened 0.08 percent lower at 10,171 points.
Official data from China on Monday showed retail sales of consumer goods, a major indicator of the country's consumption strength, expanded 5.1 percent year-on-year in April.
China's value-added industrial output expanded 6.1 percent on-year in April.
Meanwhile, US stock futures took a hit after Moody's downgrade of the US credit rating on Friday. (Xinhua)
