Govt mulls accountability system for senior officials

Chief Executive John Lee says the government is reviewing whether to establish an accountability system for senior government officials to strengthen the leadership role of department heads and senior civil servants.

Lee said the system would aim to address redundancy issues, and enhance governance.

In an interview with Sing Tao Daily, Lee said although the civil service appointment system differs from the politically appointed secretaries and bureau chiefs, an accountability system must still be in place to focus on addressing repetitive and severe issues, correcting mistakes, and ensuring that daily management tasks are carried out effectively.

As to whether the system will carry any specific penalties or implications on future promotions, Lee said it is important to identify who should be held responsible.

He said the government will look into new ways other than the existing disciplinary system to deal with such situations, such as a pay freeze.

The CE said he hoped the new system will be integrated with the existing one, adding that the specifics will be handled by the Chief Secretary.

And looking back on his three years in office, Lee said the government culture has already changed especially when dealing with major events.
