Chief Executive John Lee has underlined the importance of breaking out of a cocoon like a butterfly in the face of challenges to make Hong Kong a better place.

Lee also said on Saturday that his government continued to seek reforms and explore new growth points, with many policies already taking shape and helping residents.

In a video on social media, he drew on the analogy of a butterfly emerging from its cocoon as he reflected on his three years in office.

"The 'cocoon' represents limitations, difficulties and challenges," he said.

"We must proactively break out of the cocoon to help residents tackle issues that concern them the most, then Hong Kong can become a better place."

He also referenced the compound eyes that butterflies have, which allow them to see in almost all directions at once, saying Hong Kong "has to look at both challenges and opportunities".

Looking back, Lee said he has reshaped the government's way of doing things, fully leveraged the advantages under One Country, Two Systems, and established a legal system to safeguarding national security since assuming the role of chief executive.

Thanking the central government's support, he vowed to continue integrating the SAR into the nation's development and deepen international exchanges.
