Public transport operators on Sunday said they were suspending their services, or running them on a limited basis, after the Increasing Storm Signal No. 9 was issued at 7.20 am.
Typhoon Wipha is approaching Hong Kong and is expected to skirt 50 kilometres from the Observatory in the hours around noon.
The MTR said the Airport Express and open sections of the railway and light rail have been suspended. KMB, Citybus and Long Win Bus have stopped services on all routes.
Meanwhile, ferry services, including the Star Ferry and outlying islands ferries, are also suspended - as are tram services.
For cross-boundary travel, the Hong Kong-Zhuhai-Macao Bridge has been closed since 3:30 am, while the shuttle service between Lok Ma Chau and Huanggang ports continues to operate but with limited services.
All morning, and some of the afternoon, high-speed rail services between Hong Kong and the mainland have been cancelled.
