The No. 8 storm signal took effect at 4.10pm on Sunday as Typhoon Wipha moved away from the SAR.
The No. 8 Southeast Gale or Storm Signal replaced the Hurricane Signal No. 10, which was in force for nearly seven hours.
While the worst winds have passed, the Observatory cautioned that gales persist, with mean wind speeds expected to reach 63 kilometres per hour or more lasting for some time.
The Observatory added it will consider issuing the Strong Wind Signal No. 3 between 7pm and 9pm.
Meanwhile, the red rainstorm warning was issued at 3.45pm. It was changed to the amber warning at 5pm.
"Heavy rain is affecting the northern part of the New Territories, especially in Pat Heung and Kam Tin, San Tin and Ngau Tam Mei areas. More than 110 millimetres of rainfall have been recorded in the past three hours," the Observatory said.
Residents in those areas were urged to take necessary precautions to avoid possible flood damage.
According to the Transport Department, parts of Lung Cheung Road near Wong Tai Sin MTR station were closed to traffic due to flooding.
The Drainage Services Department said it had received three confirmed flooding cases as of 4pm.
The Hospital Authority said as of 4pm, 16 males and 10 females had sought medical treatment at the accident and emergency departments at public hospitals.
Separately, authorities received a total of 471 reports of fallen trees.
The Labour Department said employers and contractors should avoid assigning employees to carry out electrical work or handle electrical plant at places affected by rainstorms.
The department added that suitable safety measures should be adopted to protect the safety of their employees.
