'Authority to probe management at outage-hit block'

The Property Management Services Authority will look into whether the company managing a To Kwa Wan residential building hit by a power outage complies with regulations, Home Affairs Secretary Alice Mak said on Tuesday.

Some 2,000 residents of I-Feng Mansions were affected by the outage, which followed a water leak in the block on Saturday.

Power had fully resumed at one point, but was later disrupted again.

Mak told reporters that the building's property management company failed to offer immediate assistance to residents.

“The company said it did not know the power resumption time at first, and later said the power might resume in a week, which is far from ideal,” she said.

Mak said licensed property management firms are required under a code of practice to make plans in case of emergencies.

“Companies and property managers applying for the licences must have relevant academic qualifications or working experience. This is why they have to be licensed, to make sure they are able to handle emergencies and have sufficient professional knowledge to assist owners' corporations and homeowners in their daily lives,” she said.

“If someone fails to meet the requirement, the Property Management Services Authority will follow up on the issue as a regulatory body.”

Mak said government departments, power supplier CLP and a volunteer team from China State Construction International Holdings have assisted with the electricity repair work.

However, she said home owners and property management companies should take responsibility for building management and maintenance.
