Black Rainstorm Signal to remain until at least 11am

The observatory said on Tuesday the Black Rainstorm Warning Signal will at least remain in force until 11 am.

"Areas of intense thundery showers associated with active southwest monsoon and upper-air disturbances continue to affect Hong Kong and the vicinity of the Pearl River Estuary," it said.

"Members of the public are advised to continue to seek safe shelter and remain there until heavy rain is over."

The observatory recorded severe rainstorms in Central and Western, as well as Islands districts, with hourly rainfall potentially exceeding 100 millimetres.

The Black Rainstorm Warning was issued at 5.50am – the second time the top rain warning was in force on Tuesday – as Hong Kong continues to be lashed by heavy rain.

The Department of Health (DH) said that all clinics, except for those serving methadone, will be closed. Services will resume as soon as practicable if the Black signal is cancelled two hours or more before the clinics' normal closing time.

Patients with appointments are advised to make a new appointment.

The Hospital Authority says that accident and emergency services at Queen Mary Hospital are affected by serious flooding in the vicinity. Ambulances originally bound for Queen Mary have been diverted to Ruttonjee Hospital in Wan Chai instead until further notice.

Separately, the Education Bureau announced that all day schools have been suspended, while evening school classes will proceed as usual if the Red or Black rainstorm signal was not in force by 5pm.

"Schools should implement a contingency plan and arrange staff to look after students who might arrive and ensure that conditions are safe before allowing students to return home," a statement read.
