Suspected shell school shuttered over 'mismanagement'

The Education Bureau (EDB) on Friday announced it had cancelled the registration of a private school in Cheung Sha Wan which is suspected of being embroiled in a shell school row.

The cancellation came after a tutorial centre on the mainland claimed it had been helping students enrol in the private institution, Tsung Tsin Middle School, which would eventually enable them to pay cheaper university school fees as local students.

After the suspected shell school saga came to light, the EDB temporarily suspended the school's operations early last month.

The bureau said it arrived at the decision to cancel the school's registration after carefully considering the actual circumstances and other factors.

"[The school] has not been managed satisfactorily and has not operated during the 2024-25 school year," it said in a statement.

"Consequently, the EDB decided to cancel its school registration in accordance with sections... of the Education Ordinance."

Officials said they had written to the school in the middle of last month about the possible deregistration.

They said the response received from school managers didn't address the fundamental problems of its management and winding the school down.

The bureau said it doesn't think the current school management committee has adequately discharged its governance responsibilities as there are ongoing disputes and lawsuits over its running.

It stressed the case would be followed up seriously if any non-compliance issues or illegal acts were found.

After similar shell school cases came to light, the authorities set up a task force to investigate local schools since the start of the month.

Undersecretary for Education Jeff Sze told lawmakers that officials have inspected 10 schools so far by going through their data such as student numbers and attendance records.
