The Observatory downgraded the T8 signal to a T3 at 1.10pm on Monday as Tropical Cyclone Tapah moved away from the city, prompting a widespread resumption of transport services across the SAR.

"Winds with mean speeds of 41 to 62 kilometres per hour are expected. Strong winds are still blowing," the forecaster said.

The signal downgrade triggered a phased return of public transportation.

Citybus already gradually resumed its services at noon.

Similarly, Kowloon Motor Bus (KMB) and Long Win Bus daytime routes also resumed at 12.30pm, with staff intensifying patrols to monitor road conditions.

However, KMB routes 230R and HK1 remain temporarily suspended until further notice.

Meanwhile, the MTR said it was increasing rail service frequencies and resuming bus services.

The rail company has arranged additional manpower at stations and stated it would implement crowd management measures when necessary, warning that stations may be busy with longer wait times as services return to normal.

Hong Kong and Kowloon Ferry announced that its ferry services would gradually resume, with the first sailing scheduled for 2.15pm from Hei Ling Chau to Peng Chau.

In terms of the storm's impact, the Home Affairs Department opened 29 temporary shelters in various districts, with 217 people seeking refuge.

As of 11am, the government's 1823 Call Centre received 14 reports of fallen trees, while the Fire Services Department received 90 such reports.

The Drainage Services Department confirmed two cases of flooding, while no landslides were reported.

According to the Hospital Authority, two men and one woman sought medical treatment at public hospital accident and emergency departments during the typhoon period as of 10am.
