The Housing Department on Thursday expressed concern about a cleaner who went to work as usual on Wednesday morning, even though the T10 signal was in force.
Video footage on social media shows the cleaner struggling to move a rubbish cart around as she is battered by strong winds at Tin Shui Estate in Tin Shui Wai.
The department said officials have spoken to the cleaner and she said she had been concerned that rubbish would pile up in her absence.
"We appreciate the worker's professionalism. At the same time, we have advised her to pay attention to safety during work and follow established work arrangements with the employer under adverse weather," the department said in response to media enquiries.
It added that it has asked the contractor involved to follow up on the matter and make sure such things do not happen again.
The department said government guidelines on adverse weather include the need for workers to avoid going outside as much as possible and for them to be provided with suitable safety equipment.
