From Saturday, drivers have to install safety seats for children under eight or strap them in with other child-restraining devices.
These include having them in wearable safety restraint vests, seat belt adjusters or foldable boosters in vehicles.
Only children who are at least 1.35 metres tall are exempted under the rule.
Drivers breaching the rule will risk a fine of HK$230, while serious cases may be referred to court and see a penalty of up to HK$2,000.
The Transport Department has said studies show that child-restraint devices can reduce the risk of death or injury in head-on collisions by 70 percent.
It added that drivers should choose the device based on the children's height and weight, and opt for products that comply with national and international standards.
