The Development Bureau on Monday suspended the contractor involved in a fatal industrial accident in Sau Mau Ping the day before from tendering for government works contracts.
According to the bureau, the contractor has to conduct an independent safety audit to review its safety management system.
The contractor is then required to submit an improvement action plan and implement improvement measures before officials will consider lifting the suspension.
A worker fell from height while erecting a bamboo scaffold on the external wall of a building under construction on Sunday afternoon. He was pronounced dead at the scene.
The Labour Department said it was deeply concerned about the case and issued suspension notices to the contractors, halting all scaffolding work until safety measures are in place.
The department said legal action would be taken if any work safety laws had been violated.
"We will complete the investigation as soon as possible to identify the cause of the accident, ascertain the liability of the duty holders and recommend improvement measures," a spokesman said.
"We will take actions pursuant to the law if there is any violation of the work safety legislation."
The Housing Society, which owns the construction site, said it had gained approval by authorities to carry out non-noisy work on public holidays.
