Two men were arrested on Tuesday for allegedly providing illegal ride-hailing services.
The men, aged 49 and 53, were held in an undercover operation in which police officers posed as customers who wanted to get from Sheung Shui to Yuen Long.
They were arrested on suspicion of illegal carriage of passengers for hire or reward by motor vehicles.
Two cars were also seized for further investigation.
Senior inspector Cheung Chin-hung called on people to opt for legal forms of public transport when travelling.
"If a vehicle operates illegally for remuneration without a valid hire car permit, its third-party liability insurance may not be valid. When accidents happen, other road users, including passengers and pedestrians, will lose their rightful protection," Cheung said.
